of the 14th Five-Year Plan, we held discussion sessions in the form of committee

                members’ seminars, video conferences, and meetings to assess developments.
                     Building  on  all  this,  the  Standing  Committee  held  a  special  meeting  for
                engaging in consultations and offering suggestions in a focused setting. We held

                special  consultations  on  promoting  cooperation  on  innovation  in  the
                Guangdong-Hong  Kong-Macao  Greater  Bay  Area  and  on  advancing  cultural

                programs in the implementation of the rural revitalization strategy.
                     We  also  carried  out  surveys  and  deliberations  on  several  key  issues.  These

                included improving the business environment, forestalling and defusing financial
                risks  in  key  sectors,  fostering  innovative  high-tech  enterprises,  modernizing
                agriculture and rural areas, training legal professionals well versed in international

                norms,  supporting  flexible  employment  through  various  channels,  promoting
                ecological conservation and high-quality development in the Yellow River basin,

                protecting  the  environment  and  ecosystems  of  grasslands,  and  protecting  and
                developing marine resources.

                    We helped achieve victory in the critical battle against poverty in various ways.
                Special  committees  conducted  joint  surveys  with  the  central  committees  of
                democratic parties and the All-China Federation of Industry and Commerce. We

                had video chats with members of local CPPCC committees and the general public,
                held tele-consultations on establishing a long-term mechanism to address relative

                poverty, and monitored the handling  of key proposals on consolidating poverty
                alleviation  achievements  in  the  western  region  during  the  14th  Five-Year  Plan
                period, as part of our consultative oversight role. We promptly reported the results

                of  our  consultative  work,  publishing  2,547  news  bulletins  on  various  issues.  We
                received a total of 5,974 proposals, 5,044 of which were accepted and filed.

                     3.  Building broad consensus and creating positivity for unity and cooperation
                     We  created  new  and  better  ways  of  conducting  open  discussions,
                committee-member lecture programs, and awareness-raising tours for major and

                special tasks, enhanced the framework for building consensus inside and outside
                the CPC and among CPPCC members and people from different social sectors, and

                developed  the  CPPCC  as  an  important  channel  for  addressing  conflicts  and
                building consensus on our shared theoretical and political foundation.
